Gabriel was vice minister for the strategic development of natural resources in Peru’s Ministry of the Environment from December 2011 to August 2016, and was reappointed to the same post in March 2019. With 20 years’ experience in environmental and natural resources management, he is an expert in environmental policy formulation, implementation and evaluation with an emphasis on climate change, sustainable development financing and biodiversity conservation. Gabriel has been director for the Northern Andes-Amazon region at the Conservation Strategy Fund, co-chair of the Green Climate Fund and Peru’s representative at the Nature Conservancy. He has been a consultant for the Inter-American Development Bank, the Avina Foundation, GIZ (Germany), and the Costa Rican Tourism Institute. Gabriel completed a Bachelor of Arts degree in sociology at the Universidad de la República in Montevideo, Uruguay, in 1992 and a master’s in natural resources management at the INCAE Business School in Alajuela, Costa Rica, in 1995.
